HIV IS CRIPPLING COUNTRIES BUDGET
Thirty years ago, the AIDS “Acquired Immunodeficiency Syndrome” was not a well-known disease and infected people by that disease were not quarantined, because of lack of information about the disease. The medical scholars explained that AIDS is the culmination of the virus onset, HIV, “human immunodeficiency virus”. Currently, the infected people with complications, emaciation, diarrhea, tuberculosis, cancer, fever, vomiting, cannot meet together what ever the occasion, birthday party, first communion, wedding. Around the world, in some countries, that disease has become a stigma and infected people are isolated, even by their own families. It turns out that the disease has sprung up relentlessly, via national and international contacts and threatens the humanity’s existence. In December 2007, a report mentioned that in planet earth, “33 million people lived with the HIV; 2, 5 million were infected and 1 .7 million died Of HIV ”. In her book, The Invisible Cure, Helen Epstein predicted for 2010, “25 million AIDS orphans worldwide” .The HIV/AIDS testing should be imposed to everyone and on a regular basis to At-Risk groups, prostitutes, drugs addicts, homosexuals and hemophiliacs because testing is the key to controlling the disease.
Everyone, adults, children or teenagers should undergo the HIV testing once a year. These individuals can contact the HIV virus in many ways, sexual contacts, blood transfusion, without knowing it. About 30 percent of people who have AIDS are diagnosed in their twenties, that means most were infected in their teens.More and more people are being infected with the HIV virus everyday, and if we do not raise the budget, to provide and cure those with the disease, and try to prevent it, the whole country is going to be HIV positive. "The cost of treating people with HIV is increasing by about 20% annually." (AIDS research budget threatened). The future plans for the budget will have a major impact on many lives, especially those who rely on federal programs for support. As in the past, the impact of AIDS and related illnesses continue to influence the budget along with the level of research that could lead to a cure. In 1992, Laura Thomas reported "Funds for AIDS research are in danger of being reduced to levels that would seriously impede progress towards effective treatments." (AIDS Research Budget Threatened) When a person is poor, or homeless, they do not have the funds to pay for medical treatment to keep them healthy, and prolong their lives. Funding for AIDS research from the government is essential in the process to find a cure for this horrible disease. The budgets in the past, are a direct reflection of what the funding should be in the future, and without sufficient funding for AIDS research and development, there will be no cure, or vaccine to stop this epidemic.
